Purpose:

The Department of Housing and Community Development (Department or HCD) is pleased to announce the initial release of this Multifamily Housing Notice of Funding Availability (NOFA) for approximately $650 million in funds.

Description:

The Super NOFA is issued to distribute funds through a combination of HCD-administered multifamily rental housing programs. The Super NOFA and the guidelines for those programs implement the requirements of California Assembly Bill No. 434 (AB 434) (Chapter 192, Statutes of 2020). AB 434 amends, repeals and adds sections to the Health and Safety Code and to the Military and Veterans Code in relation to the Designated Programs.

Programs providing funding pursuant to this Super NOFA include the following:

• Multifamily Housing Program (MHP) which provides loans to assist the new construction, rehabilitation, and preservation of permanent and transitional rental housing for lower income households;

• Veterans Housing and Homelessness Prevention (VHHP) Program which provides funds for acquisition, construction, rehabilitation, and preservation of affordable multifamily housing for veterans and their families to allow veterans to access and maintain housing stability;

• Joe Serna, Jr. Farmworker Housing Grant (FWHG) Program which provides construction loans or deferred loans for multifamily housing, new construction, or rehabilitation to serve agricultural workers with a priority for lower income households;

• Infill Incentive Grant Program of 2007 and 2019 (IIG) which provides grant assistance available as gap funding for infrastructure improvements necessary for specific residential or mixed-use infill development projects. Under IIG, eligible infrastructure improvements are referred to as Capital Improvement Projects (CIPs). They are associated with specific residential or mixed-use infill development projects, or Qualified Infill Projects.

The San Bernardino County Transportation Authority (SBCTA) has sent out Request for Proposals (RFP) 22-1002663 for Construction Management Services On-Call. SBCTA will utilize the services of a consultant to provide On-Call Construction Management Services for various transportation projects at SBCTA. Type, size, and value of projects and corresponding construction management services needs will vary. The consultant will be placed on a bench and proposals for Contract Task Orders (CTO) will be solicited as appropriate. The RFP and all RFP schedule updates and addenda, together with other important information, are available on SBCTA’s website at www.gosbcta.com, click on “Bids & RFPs”, which will take you to the “Contracting” page. There, look under the heading “Current Open Bids.” The website is the official means of notification to all prospective proposers.
